                Capital Planning Committee Meeting
Thursday, December 17, 2015  7:00 AM Town Hall
Meeting Minutes – Accepted 1/28/2016

Members present:  Larry Guay, Nick Orem, Frank Visconti and Tracy Blais
Absent: Marshall Jespersen
In attendance:  Chief Michael Reilly, DPW Director James Sarette

Larry Guay called the meeting to order at 7:00am, seconded by Frank Visconti

  • Review of Submitted Project Proposals:
Michael Reilly, Police Chief
  • Police Cruiser Replacement $38,000
  • Committee requests an inventory of all police department vehicles to include;  make, model, mileage, photographs

James Sarette, DPW Director:
  • Newbury Elementary School Sidewalks & Curbing $140,620
  • Byfield Grange Building Window Replacement $17,950
  • Catch Basin Repairs $100,000
  • The Committee voted unanimously at a previous meeting to approve this project request on a motion made by Nick Orem and seconded by Frank Visconti
  • The goal of the DPW is to fix drainage prior to paving
  • Under consideration is Main St., Pearson Dr.
  • Sander Replacement $15,450
  • The Committee voted unanimously at a previous meeting to approve this project request on a motion made by Nick Orem and seconded by Frank Visconti
  • The Director provided the committee with an inventory report of all equipment, including year, make, model,  life expectancy and estimated cost of replacement
  • Dump Truck Replacement $196,955
  • The Director is working towards standardizing all DPW equipment


  • Action Items:
  • CPC Ranking will take place at January meeting
  • Marshall Jespersen will send a letter to send to the Board of Selectmen regarding the BCAC.
  • Tracy Blais will contact Triton to see if the other member communities are responsible for site repairs and snow plowing.
  • Tracy Blais will contact the Board of Health to determine the age and condition of the septic system at the Byfield Grange building.

Next meeting scheduled for January 21st, Town Hall, 7:00 AM.

Motion: A motion was made by Frank Visconti and seconded by Larry Guay to adjourn the meeting.  The motion was approved by a unanimous vote and the meeting adjourned at 8:10 AM.
